On November 15th. after six years of hard work by a group of visionary volunteers, radio station CFIM-FM Cap-aux-Meules began broadcasting in French to the 13,000+ residents of the Isles de la Madeleine (in English, the Magdalen Islands), in the Gulf of St. Lawrence. The station was to identify itself wit the descriptive phrase "Le Son de la Mer" - The Sound of the Sea.

Operated as a community station by Diffusion Communautaire des Isles on 92.7FM, CFIM-FM was the only radio station of its kind in the Islands, and provided entertainment, community news and information, and offered services such as classified advertising, public notices and obituaries. In conformity with the CRTC's community radio policy, the station was allowed to allocated up to 20% of its broadcast airtime to advertising

The station instituted a volunteer training program to ensure that it had a source for new staff members as necessary.

On February 15th, CFIM-FM received a seven-year licence renewal effective March 1st. Under the Commission's new Policy for Type A Community Radio Programming,
the station did not have to commit to a Promise of Performance, but the station was required as a condition of licence to broadcast 113 hours of programming per week, of which 106 hours were to be produced by the station.

On March 9th, the CRTC announced its intention to give seven-year licence renewals to a number of non-commercial and community radio stations, in the absence of any interventions that might suggest the need for a hearing or hearings.

In the absence of any such intervention, on May 22nd 2007 the CRTC announced that CFIM-FM would receive a seven-year licence renewal from September 1st 2007 to August 31st 2014.
