On October 14, Fondation Humanité 2000 was awarded a licence for a religious French-language FM station. It would broadcast from Quebec City on a frequency of 90.9 MHz, with an effective radiated power of 5,685 watts. There would also be a transmitter at Beauceville, transmitting on 102.5 MHz with ERP of 400 watts. The new station would broadcast a minimum of 57 hours and 30 minutes of local programming per broadcast week. Programming would be exclusively religious, with no advertising.

Fondation Humanité 2000 became Fondation Radio Galilée.
On December 6, Fondation Radio Galilée was given approval to operate a transmitter for CION-FM at Saguenay (formerly Chicoutimi) to serve the population of Saguenay and the Lac St-Jean area. The transmitter would operate at 106.7 MHz with an effective radiated power of 11,040 watts.
CION’s studios and offices were noted as being at 3196, chemin Ste-Foy in Quebec.
On August 17, the CRTC administratively renewed the licence of CION-FM Québec, and its transmitters CION-FM-1 Beauceville and CION-FM-2 Chicoutimi, to August 31, 2013.
