On November 15, Allan Hunsperger, on behalf of a corporation to be incorporated received a licence for a new English-language commercial Specialty FM radio station in Grande Prairie. It would operate on a frequency of 96.3 MHz with an effective radiated power of 100,000 watts. The proposed station would offer a Gospel music format designed to appeal to listeners 25 to 44 years of age. The station would offer approximately 92 hours per week of local programming, of which approximately 52 hours would be produced separately and exclusively for the Grande Prairie station, at the Edmonton facilities of Touch Canada Broadcasting.
Touch Canada Broadcasting (2006) Inc. opened CJGY-FM "Shine 96.3 FM" at 8:00 a.m. on December 3. The format was Christian music with programming that was "safe and fun for the whole family". Studios and offices were located at 10530 - 117 Avenue, suite 111.
The CRTC approved the change to the ownership and effective control of Grande Prairie Radio Ltd. from a joint control exercised by Peter Teichroeb and Charles Allard (Touch Canada Broadcasting Inc.) to a control exercised exclusively by Peter Teichroeb. Grande Prairie Radio was licensee of CJGY-FM.
CJGY 96.3 changed its branding from SHINE FM to REACH FM. The format remained Christian.
On January 27, the CRTC approved applications by Grande Prairie Radio Ltd. to amend the broadcasting licence for CJGY-FM to operate FM rebroadcasting transmitters in Dawson Creek (96.7 MHz, 280 watts ERP, 90.6 metres EHAAT, non-directional) and Fort St. John (97.1 MHz, 510 watts ERP, 251.8 metres EHAAT, non-directional), British Columbia.
In May, the CRTC approved a change in ownership of CJGY-FM from Grande Prairie Radio Limited to Golden West Broadcasting. The sale included rebroadcasters CJGY-1 97.1 in Fort St. John, B.C. and CJGY-2 96.7 in Dawson Creek, B.C.
On February 15, the CRTC approved an application by Golden West Broadcasting Ltd. to acquire from Grande Prairie Radio Ltd., as part of a corporate reorganization, CJGY-FM Grande Prairie and its transmitters CJGY-FM-1 Fort St. John and CJGY-FM-2 Dawson Creek.
