On August 7th, Radio Communautaire Tête-à-la-Baleine was successful in obtaining a six-year licence from the CRTC to operate a non-profit community French-language FM radio station, with the call letters CJTB. The station would broadcast on 93.1MHz, with an effective radiated power of 49 watts. The village itself had only about 200 inhabitants, and was one of four similar communities along the Lower North Shore of the St. Lawrence river. The area was already served by a CBC transmitter delivering the signal of CBSI Sept-Îles, but CJTB-FM saw its role as a provider of community news, weather, tide information and snowmobile trail conditions, in addition to local quizzes and bingo.
In addition to its own program originations, the station planned to rebroadcast programming from CFTH-FM Harrington Harbour, an English-language station nearby.
Although CJTB-FM had a staff of only two paid personnel and four volunteers, it successfully served its small community throughout its initial six-year licence term.
On June 9 the CRTC renewed CJTB-FM's licence until August 31, 2011.
On August 31, the CRTC administratively renewed the licence for CJTB-FM to December 31, 2011.
On August 28, the CRTC administratively renewed the licence of CJTB-FM to March 31, 2013.
On March 27, the CRTC renewed CJTB-FM's licence to August 31, 2019. The Commission replaced the standard condition of licence relating to spoken word programming by a condition of licence authorizing the licensee to devote 3.8% of its programming to spoken word programs.
