On February 8, Radius Communications Inc. was awarded a licence for a Type B Community FM station at Regina. It would operate on a frequency of 91.3 MHz with an effective radiated power of 480 watts. The licence would be held by a not-for-profit organization whose structure provides for membership, management, operation and programming by members of the community at large. Radius planned to offer 100 hours of station-produced, local programming each week. It also proposes to broadcast at least 26 hours each week of acquired programming produced by artists, arts organizations and other community stations.
CJTR Regina Community Radio signed on the air on November 1. The station featured an alternative and eclectic music format.
On May 17 the CRTC renewed the licence of CJTR-FM to August 31, 2014.
