On December 13, the CRTC approved the application by Nunavut Natautinga Ltd. to operate a predominantly English-language FM radio programming undertaking at Iqaluit. The proposed service would offer a mostly contemporary popular music format. It would provide locally produced programming, including information and music, that takes into account the interests of the Iqaluit community. The applicant indicated that the schedule would also include Inuktitut- and French-language programming. The station would operate at 99.9 MHz (channel 260A) with an effective radiated power of 537 watts. The licence would expire 31 August 2009.


CKIQ-FM signed on the air. It was the only commercial radio station licensed to broadcast in the territory.


On March 2, the CRTC approved an application by Northern Lights Entertainment Inc. for authority to acquire the assets of CKIQ-FM Iqaluit from Nunavut Nalautinga Ltd. Northern Lights was a corporation owned and controlled by Glenn Craig.

In October, Northern Lights Entertainment Inc. received approval to change the authorized contours for CKIQ-FM. The application called for a change of the antenna site from the previous location to a new site in the centre of town. The previous site was destroyed by wind damage. The new site would be at the studio building, Building 626, Tumiit Plaza. Maximum effective radiated power would decrease from 1,000 to 415 watts and average ERP would decrease from 537 to 415 watts. Antenna height would change from 41 metres to minus 39.8 metres. The antenna pattern would change from directional to non- directional. 


CKIQ-FM (and CKIQ-FM-2 Rankin Inlet) changed its branding from CKIQ to ICE FM.


In November, CKIQ replaced its Hot AC-CHR (Ice FM) format with a return to a Mainstream Rock format (Raven FM).


On August 25, CKIQ’s licence was renewed short-term to August 31, 2022 due to ongoing issues of non-compliance.
