Francois Labbe was awarded a licence on March 21 for a new AM station at Plessisville, operating on 1420 kHz with power of 1,000 watts day and 500 watts at night (directional).
On the same date, Radio Megantic Ltd. was given approval to operate a network called Radio Apalache and consiting of CKLD Thetfrod Mines, CKFL Lac Megantic, CFDA Victoriaville and the proposed new AM at Pleesisville
CKTL 1420 signed on the air on October 18.
On June 8, Radio Plessisville Ltee was authorized to disaffiliate from Radio-Canada and join Le Resseau Telemedia. Radio-Canada was granted its own FM licence for the area and would maintain a modified affiliation agreement with CKTL until FM receiver ownership was at a sufficient level in the region.
CKTL was allowed to decrease the amount of locally-originated programming it broadcast.
Radio Plessisville Ltée sold CKTL to Jean-Pierre Martel’s Société CKTL Radio Média.
On September 29, CKTL was granted a move to the FM band, operating on 95.7 MHz with an effective radiated power of 1,000 watts.
CKTL 1420 was replaced by CKYQ-FM.
On November 4 the CRTC renewed CKYQ-FM's licence until August 31, 2010.
On April 29, CKYQ was authorized to add a rebroadcast transmitter at Victoriaville. It would operate on 103.5 MHz with an effective radiated power of 50 watts. CKYQ indicated that, over the years, many listeners and advertisers had moved out of the Plessisville and Princeville areas, mostly to Victoriaville. To halt the negative effects of this erosion of its audience and advertisers, the licensee argued that it must provide better service toward Victoriaville.
On November 26, the CRTC renewed the licence for CKYQ-FM and its transmitter CKYQ-FM-1 Victoriaville to 31 August 2014. This short-term renewal would allow the Commission to review, at an earlier date, the licensee's compliance with the Radio Regulations, 1986 and its conditions of licence.
The CRTC approved the change to the ownership and effective control of 176100 Canada Inc. from a joint control by Stéphane Dion and Gaétan Ruel to Attraction Radio inc., a corporation controlled by Richard Speer. 176100 was the licensee CKYQ-FM Plessisville and its transmitter CKYQ-FM-1 Victoriaville.
On February 5, the CRTC approved the application by CKYQ-FM to change the authorized contours of CKYQ-FM-1 Victoriaville . The transmitter site would be relocated approximately 800 meters away from the original site and the EHAAT would increase from 15.8 to 16.7 meters.
In September, Attraction Media received CRTC approval to revoke the license of CKYQ-FM-1 Victoriaville, a repeater of CKYQ 95.7 in Plessisville. This was a condition of approval related to the common ownership policy attached to Attraction's recent purchase of CFDA Victoriaville, CFJO Thetford Mines, and CKLD Thetford Mines from Radio Megantic.
In August, the CRTC approved the change of effective control of Groupe Attraction Radio. The move transferred majority ownership of the company’s 14 Quebec radio stations to Sylvain Chamberland, the company’s executive VP and CEO. He would hold a 50.25% stake in the new ownership structure. Chamberland was recruited by Attraction’s founder Richard Speer in 2011 to set up the radio division.
In January, Attraction Radio became Arsenal Media Group.
